Asia and Pacific Conference on Electronic Government Procurement (e-GP)

Public Procurement plays a central role in development and comprises a substantial share of the national economy in almost all countries. The use of information and communication technology (ICT) can create the capability to undertake a more strategic management approach to public procurement – one in which management is guided by information and analysis rather than procedures alone. Electronic Government Procurement or commonly know as “e-GP”, breaks down the physical barriers of space and time and allows a more transparent public procurement work and wider access to information and markets. It provides opportunities of introducing innovative measures using ITC for streamlining public procurement for greater efficiency and economy. e-GP also helps improve governance and reduce corruption particularly when it is integrated with other areas of government functions such as budget, tax and audit. In recent years, e-GP has become a priority on the agenda for public procurement reform in many countries across the region and there is an increasing demand for a regional forum to share ideas, experiences, discuss common issues on developing and implementing e-GP.

To meet this demand and explore opportunities of collaborating among ADB’s developing member countries and ADB on promoting and implementing e-GP in region, the Asian Development Bank (ADB), in cooperation with the Government of Indonesia through its National Public Procurement Agency (LKPP), is organizing the conference on electronic government procurement in Asia and the Pacific. The Conference is also supported by the World Bank, The Inter-American Development Bank, The African Development Bank and the United Nations Commission on International Trade Law.  It will be held on 22 – 24 November 2011 in Denpasar, Indonesia.  (See also the announcement in the ADB Events webpage
The theme of this conference is e-GP for Effective Public Procurement.

The conference will bring together more than 150 participants, mostly senior government officials in charge of public procurement, from ADB developing member countries as well as development partners including multilateral and bilateral development institutions, civil society organizations, and private sector who will share their views through interactive discussions.  The conference will also be attended by speakers, government officials, and multi-lateral government agencies from other geographic regions.  A newly updated e-GP Toolkit for policy makers, e-GP system developers, managers and users will be presented at the Conference by the Multilateral Development Bank (MDB) e-GP Working Group. A report on current status of e-GP in ADB developing member countries in Asia will also be circulated to Conference participants. The three day conference will facilitate in-depth discussions led by country representatives and e-GP experts on benefits of e-procurement, procurement reform and e-GP, strategic planning, implementation of e-GP, e-GP business models, e-GP functionalities and integration with other e-governance systems, institutional and regulatory framework for e-GP, e-GP inter-operability, and role of MDBs, development partners & South-South cooperation.  The main products of the Conference will be an MDB action plan for promoting e-GP in Asia and Pacific, and a handbook on how to develop and implement e-GP.  More details are in the draft Conference Program which will be fine-tuned and finalized before the Conference in consultation with the participating organizations and governments.
